Government in Kyiv promises land to ATO fighters

Kyiv – The families of the fallen servicemen, as well as wounded fighters, participants of the ATO, will be able to receive free land lots in Kyiv, stated city head Vitaly Klitschko on Tuesday. As such, the Kyiv City Council plans to create a special committee during the nearest session to accept applications and determine the queue for receiving land lots. However, the city officials are not ready to name exact terms in which according decisions will be made and the land lots allocated. So far Vitaly Klitschko has personally inspected 10 hectares of land in the village of Bykivnya, which is intended for 38 families of the fallen soldiers. 

The city head of the Ukrainian capital Vitaly Klitschko was generally satisfied with the inspection of the land lot, which may be given to the first in line for free land lots, the families of 38 fallen soldiers. Next after them will be the heavily-wounded and wounded servicemen. He assures that the issue will be discussed at the nearest session of the city council on November 13.

“It has a very good location: there is an infrastructure, roads. I am sure that these lots should be given to the families of the fallen. The territory here spans approximately 10 hectares. At the next Kyiv City Council session you will receive clear information about the algorithm of handing out land lots, and the report of the according committee. Then, when they are handed out, information will be public, you will be able to find out the surnames of those who get them, to avoid any speculation,” stated Vitaly Klitschko.

To the question as to whether it is expedient to give out land in the capital, which is home to the biggest mass grave of the victims of Stalinist repressions in Ukraine, Klitschko answered: “This is a completely different part of Bykivnya. No need for speculation here.”

The locals confirmed to Radio Liberty that as far as they knew, there were no graves in this district.

Polishchuk: “We will not give out land to everyone at once, there will be a queue” 

The director of the land resource department of the KCSA Olexiy Polishchuk explained that those who will receive land in Bykivnya will have to create a community and solve all the issues of land division and construction within it. He also assured that the city government is taking on all the land issues.

“We will not give out land to everyone at once. There is a plot of land of 10 hectares. It can be divided into five ares, and ten ares, and three. We give the possibility to the servicemen to decide for themselves what to build on these plots. We began with these land lots. If they are not enough, we will look for others. Maybe build apartment blocks,” Olexiy Polishchuk explained.

Reznikov: “I think they will have to petition with a special committee”

Secretary of the Kyiv City Council Olexiy Reznikov explained that the ATO participants and their families will have to petition with a special committee to receive land.

“A committee will be created out of ATO participants, representatives of the Defense Ministry, the Internal Ministry, Members of the Parliament, the executive body, volunteer organizations. This committee will develop the criteria, demands and a list of documents. I think that ATO participants and their representatives will have to petition with this committee. It will work on the documents and determine the number in line of applications,” assured the secretary of the Kyiv City Council.

Fighter of the 12th battalion of territorial defence Kyiv and representative of the city organization of the ATO participants’ union Dmytro Prymachenko explained that the servicemen who will have no money for construction on the given lot may be possibly offered compensations or apartments.

“If an ATO participant is given land, and he cannot construct anything, as it is a huge sum of money, which is necessary for construction. There is an option that, possibly, there will be some kind of compensation for this lot. Money will be given to the person or the family of the deceased. Accordingly, the land lot goes to the next person in line. Or a huge camping will be built, so there will be a ready apartment and they won’t have to build a house on their own. The third option is constructing their own house, naturally,” says Dmytro Prymachenko.

At the moment the city officials are not ready to name concrete deadlines for land distribution and property right documentation for the first 38 families and the next in line.

        I think Russia also gives land to its soldiers. The ‘plot’ is typically about 1 meter by 2 meters and about 2 meters deep….but sometimes they get to share a multi person plot in Donbass

    Is anyone stupid enough to beLIEve the Ukrainian government? Those US puppets will say and do ANYTHING to further their objectives- look at their track record!! At best the people will TEMPORARILY get the land.
