DNR refuses to recognize the law on Donbas special status

The Prime Minister of the non-recognized DNR, Alexandr Zakharchenko, stated that the DNR is an “independent state” not subject to Ukrainian laws.

Alexandr Zaharchenko told RIA Novosti that the DNR will not recognize the law “On special circumstances of local self-government in certain districts of Donetsk and Luhansk oblasts”. He added that it was an internal matter for Ukraine and did not concern the Donbas.

“Ukraine can pass whatever laws they wish; they don’t concern us; we’re an independent state and our citizens voted for this independence (he is referring to the May 11th referendum – Ed.)” announced Zakharchenko.

“Kyiv is still under the illusion that it controls us, but that’s far from reality.” said the leader of the so-called republic.

“There are no “special areas in the Donbas; there is only the DNR, our republic that will regain control over all the occupied territories within the borders of the Donetsk oblast of Ukraine.” added Zakharchenko.

What exactly is the law on the special status of some Donbas areas?

On October 16, the President of Ukraine, Petro Poroshenko, signed a law “On special circumstances of local self-government in certain districts of Donetsk and Lugansk oblasts”, which “will be introduced temporarily for a period of three years”. The law was adopted by the Ukrainian Parliament on September 16.

The law stipulates that local authorities will be able to enter into agreements on economic, social and cultural development with central government organs . Local authorities will have their say in appointing the heads of the Procurator’s Bureau and courts. A voluntary people’s militia will be established. Citizens will have the right to use any language they wish, and cross-border cooperation with Russia will be encouraged.

In addition, a special economic regime will be introduced in these Donbas districts. It will be aimed at restoring industries, infrastructures and housing, attracting investment and creating new jobs. The Cabinet of Ministers is instructed to implement a target programme for the development of these special-status areas; budget funds allocated to these zones will not be reduced, even in case of sequestration (across-the-board spending cuts-Ed.).

      Alternatives is to make sure that they are plenty dwarf republics wanting to take power all over the mini donbass. Make sure via comments on their web site that they hate each other. (novorossiya news agency) and kill each other. In 3 months they will be away. And putin will sit there with a strategy which does not work.

      It does seem like we are back to Square One. Remember the first time when the rebels ignored Poroshenko’s ceasefire offer and just kept fighting? Let’s hope he doesn’t have to go through the same thing again, of having to weed out the rebels.

        It could have been a stalling tactic by Poroshenko or something put out there to the apes as a show of good faith. Hopefully he did learn that people should never trust russia or russians–he tried and more of his country was destroyed, women and children raped, murdered, homes looted….ya know, just russian stuff.

        Ukraine has learned what russia and russians think of them…their former ‘allies’. I don’t think anyone will make that mistake again, trusting the russians in anything.

    What did you expect them to say? The DNR know, with out a doubt, that if they hold fair and open elections they will be voted out of power! From what I read 78% of Ukrainian in the area don’t want to live in a DNR controlled part of the Ukraine. They and Putlier cannot allow free elections in the terrorist controlled parts of Ukraine without loosing their foothold in Ukraine!
    Don’t forget that Putlier does not want peace in the eastern part of Ukraine, no matter what he tells the EU and the rest of the world. He looses if free elections and peace are allowed to happen.

    “Cross border cooperation with russia is encouraged”?? In that case whats to be gained by keeping them part of ukraine? They will be a constant fiancial drain and unrest. It will cost billions to restore infrastructure. Let russia have the responsibility.

      Nah, just kill them then dump their bodies back over the border.
      Can’t let a tiny bunch of terrorist criminals to take control over a large area and of a large population of people. The rule of law must be enforced and if doing that means they die, then the world will become a better place.

      Plus, there are resources there that are Ukraine’s, just like in Crimea that the russian apes invaded and stole.

    Russian-backed militants in east Ukraine ‘eliminating’ each other, says Ukraine’s National Security and Defence Council

    Russian-backed forces fighting in east Ukraine have turned on each other, according to Ukraine’s national security spokesperson.

    Andriy Lysenko said that infighting was taking place because insurgents in Donetsk ‘accuse those from Luhansk of taking most of the resources’.

    Lysenko added that many leading figures in the Donetsk militant groups had ‘stepped up personal protection’ due to ‘fears they will be physically eliminated by other gangs’.

    Is the DNR going to rebuild the destroyed Donbas areas, the mines, the infrastructure? I think Putin is happy to let Ukraine do the building. Putin can’t afford even to improve Crimea at this time and with the ruble losing value, I doubt there are any big plans for Russia to rebuild east Ukraine.
