Heating season 2014: is Kyiv’s energy system ready?

Will Kyiv become an example of a stable heating season this year? Kyivenergo, heating and electricity network employees claim they have don’t everything in their power, and the only obstacle could be low gas limits for the city. As such, two-month reserves of mazut (a type of heavy oil) to replace gas are being created in the capital. Individual blocks in the capital are less dependent on gas, as they are heated on account of the garbage incineration plant. However, the transition of part of Kyiv’s electric supplies to alternative types of fuel (wood byproducts) will last over a year, both energy workers and independent experts warn. Therefore, Kyivans are being asked to insulate their homes.

Kyiv is preparing for the heating season, which will not be easy due to the gas deficit, which implies a decrease in heat production and electricity generation at the capital’s thermal power plants, Kyivenergo states. The company reports that the city’s electricity and heat systems are prepared, save for internal ones inside the buildings, which public utility services are responsible for, and which are the most worn-out, explains director of the structuring separate department, Kyiv Electric Networks, Oleksandr Topal.

The heating season will begin after stable cold arrives. However, while before this happened after the daily average temperature was lower than 8 degrees Celsius for three days, this year they will try to launch heating as late as possible in order to save gas. This will only be possible after a separate government decision, explained head of the capital’s heating networks Yevhen Glushak to the journalists.

“The time has come to be patriots. Note that after the first cold, the weather gets warmer for about two weeks. Natural processes are the same every year. We are turning on the heating following emergency procedure, we rip the networks apart, we renovate it, then warm weather comes, and the citizens accuse Kyivenergo of heating the atmosphere,” the energy expert emphasizes.

Is mazut bad for the environment? 

Mazut, or heavy oil, is a reserve type of fuel for Kyiv thermal power plants and boilers, explains Yehven Glushak. In case of an emergency gas switch-off, the capital has enough fuel to last 10 cold days. Currently, according to Mr. Glushak, Kyivenergo is preparing to increase mazut supplies by 700 thousand tons, for it to last two months in case gas is absent for some reason.

Energy workers have asked the Cabinet of Ministers to finance the creation of such reserves. However, in this case the production of a gigacalorie will be approximately three times more expensive than using gas, if we are to take the prices on reversed gas from the European Union, Director of Finance at Kyivenergo Tetyana Hryaznova calculates. She adds that the usage of mazut is detrimental to the environment and heat-generating forces, and in the summer, after having processed mazut for many months, the equipment necessitates thorough renovation.

On his part, Yevhen Glushak also stated that currently a plan is in development to transfer some of thermal blocks and boilers in Kyiv to alternative types of fuel; the main resource for the new forces will be firewood and pellets. According to him, Kyivenergo, with the help of Lithuanian experts, plans to build two boilers and a cogeneration station to produce heat and electricity using biomass. However, these forces will be launched in no less than two years’ time, Yevhen Glushak predicts.

“It is impossible to do in a year. However, we are making calculations, executing the boiler projects, and preparing a cogeneration station project which uses biofuel, which we will build on Rybalsky island together with Lithuanian experts,” he says.

Poznyaky is already using alternative fuel

However, one of Kyiv’s micro-districts will feel the advantage of using alternative electricity. According to Yevhen Hlushak, the water-heating equipment was set up at the garbage incineration plant, Energy, and the micro-district of Poznyaky will consume the water heated by it. Prospectively, Kyivenergo predicts that they will be able to increase the production of alternative heat at the plant.

Heorhy Heletukha, head of the Ukrainian Bioenergy Association, as opposed to Kyivenergo, thinks that the time needed to launch energy production using biomass can be decreased, and raw materials can be made cheaper by using forest and agricultural resources from Kyiv oblast itself.

“Kyiv is a megapolis, and therefore it is solvent to construct thermal power plants with 20 megawatts of electricity and 60 megawatts of heat. The turbine for such a station takes half a year to produce, the boiler takes as much, but they can be ordered simultaneously,” Mr. Heletukha says. “Together with the time necessary for construction and connection, we can make it in 1,5 years. A boiler that uses pellets or lint is much quicker to build, and we can make it in half a year.”

Kyivenergo: we are disconnecting companies which have not made an advance payment

Kyiv energy and heat network representatives emphasize that the heating season this year will be difficult, however, the energy system is prepared for it. “Temperature in homes will fluctuate, but it will not surpass comfort limits, if the residents ensure hermetic doors and windows,” noted Yevhen Hlushak.

On his part, director of Kyiv Electricity Networks Oleksandr Topal assured that on the eve of winter the company reconstructed and reinforced transformation substations with 10 and 0,4 kiloVolts, and that there would most likely be no selective disconnecting due to lack of forces in Kyiv this winter. Meanwhile disconnecting has begun. As such, on September 25, Internet provider Tysa was disconnected from electricity and telephone networks, which resulted in all residents of Obolon embankment having no TV or Internet connection, locals report.

On the evening of September 29, electricity networks temporarily suspended electricity supplies to business center Khreshchatyk-Plaza, where several Ukrainian and foreign companies rent their offices, in particular, the Kyiv office of Radio Liberty. The supplier motivated the disconnection with the alleged lack of advance payments for electricity which were supposed to have been made before September 25.

However, the warning against the violation was issued and sent to the business center on September 23, and the electricity was switched off one day before it is permitted by law in case of lack of payment, head of the legal department of the company which owns the building, Olha Kadrova, told Radio Liberty. According to her, the companies who rent offices in the building were blocked because of the lack of electricity, and her company intends to appeal the disconnection that had occurred. On his part, Oleksandr Topal noted that all commercial organization in Kyiv have to make advance payments, and that those who don’t will be disconnected regardless of the winter period. On her part, Kyivenergo Director for Finance Tetyana Hryaznova assured that these switch offs would not touch on residential buildings.

Both officials of energy generating companies and energy experts emphasize that this year heat and electricity in homes depend not only on the energy industry, but the residents themselves. Experts are asking them to insulate their homes, make windows and doors hermetic, initiate the check-up of electricity networks in the buildings and not switch on electric heaters during peak hours.

He added that USA together with their European partners is deliberating also on the strengthening of sanctions against Russia for violating the Minsk agreements of February 12th. "We are not planning to sit with folded hands and to permit this kind of cynical behavior of threatening and ecroaching on the sovereignity of another country," said Kerry. USA Secretary of State emphasized that, in spite of the powerful propaganda, Russia will not be able to hide its actions.

    March 27: First Deputy Speaker of Parliament Andriy Parubiy has said that Russia could try to carry out a large-scale invasion in the nearest future

    March 27 – Polish prosecutors charged two Russian flight operations officers with involvement in the crash of Tu-154 near Smolensk on April 10th, 2010 (the plane was carrying President Lech Kaczynski), reports Wprost. According to military prosecutor Ireneusz Shelonk, they are accused of creating a situation which resulted in immediate danger as well as inadvertently causing disaster within airspace. Warsaw plans to summon these flight operations officers for questioning as suspects. The airplane, which was carrying Polish President Lech Kaczynski and another 96 people, crashed, while landing in heavy fog and low visibility at an airfield Smolensk-North. All passengers and crew members died.

Selezniov added that more than half of the plan of mobilizing of transport vehicles – the transfer of automobiles for the uses of the arm – has been fulfilled. Overall, in 2015, it is planned to call up into the army 104,000 individuals within the two mobilization stages. The first phase started on January 20th and will last for 90 days.

    Taras Kuzio: far more Europeans join separatists in Donbas than Isis in Syria

    This week, St Petersburg hosted a bizarre gathering organized by the Rodina (Motherland) party of 150 European fascist and nationalist-populist political parties united in their opposition to the EU and US and in support of Russia's annexation of Crimea and invasion of eastern Ukraine. Rodina is the loyal nationalist ally of President Vladimir Putin's United Russia party and consequently plays a similar role to the Radical Party's alliance with the Serbian Socialist party.

    Russia's alignment with European fascist and nationalist-populist parties would seem to contradict official rhetoric that has incessantly attacked the Ukrainian Euromaidan leaders as a fascist junta brought to power by western intelligence agencies. It also, as Timothy Snyder of Yale University has pointed, out recalls uncanny memories of the 1939-1941 Soviet-Nazi Pact that also had the goal of dividing European powers.

    One sinister outgrowth of Russia's cultivation of extreme right and extreme left parties and movements in Europe is the large mobilisation of people travelling to the Donbas region of eastern Ukraine to fight for pro-Russian separatists.

    There has been understandable outcry over the three young British girls who travelled to Istanbul on February 17 on their way to join Isis, the brutal terrorist organization based in Syria and Iraq. But what has gone unnoticed is the hundreds – far more Europeans than have travelled to join Isis – who have joined Russian-backed terrorists fighting Ukraine's legitimately elected leaders. The BBC reported that the influx of foreign fighters into eastern Ukraine "mirrors that of young Muslims from Britain and other parts of Europe travelling to the Middle East to fight in its wars".

    Russian-backed separatists have attracted an eclectic mix of extreme left and extreme right followers, nostalgic in the former case for the USSR and the Spanish civil war and in the latter drawn by a common anti-EU and anti-US platform with Putin and the Donbas separatists. Greeks, traditionally the most pro-Russian nationals in the EU, the Hungarian Legion of St Isztvan, Serbs, French, Germans, Spaniards and volunteers from former Soviet republics such as Kyrgyzstan are fighting alongside separatists widely condemned by the UN and international human rights groups for crimes against humanity.

    The eclectic group has included 20 Frenchmen from the fascist organisation Continental Unity formed in support of Syrian President Bashar al-Assad and Serbian war crimes suspect Vojislav Seselj. France's far right National Front party has strongly supported Russia's annexation of the Crimea and invasion of Eastern Ukraine and has received a $10 million loan from Russia.

    Not surprisingly, there are reportedly over 100 extreme right Serbs fighting for what they see as a common Orthodox religious faith and historic ally. Russian nationalist Igor Girkin "Strelkov" ("Shooter") who commanded Russian special forces in western Donbas until summer of 2014 had fought for the Bosnian Serbs in the 1990s.

    One hundred extreme right Germans are fighting alongside the terrorists according to Die Welt. Stephan Mayer, a member of the ruling Christian Democrats, told Die Welt that Germans who participate in civil wars should be taken to court, although presently the German criminal code only punishes those who fight alongside Isis.

    The Spanish Republican Guard detained a group of extreme left-wing Spaniards on their return from eastern Ukraine. Angel Davilla-Rivas, one of the Spaniards, has two big tattoos of Soviet leaders Vladimir Lenin and Joseph Stalin and explained his decision to go to Eastern Ukraine as "gratitude" for Stalin's support for the Spanish Republicans in the 1930s.

    British volunteers have not reportedly gone to fight for the Donbas separatists, although the National Front (NF) and UKIP have given their support to Putin, and the NF attended this weeks St Petersburg conference. The Conservative Friends of Russia, renamed the Westminster Russia Forum after a critical in-depthinvestigation by The Guardian, has been functioning as a pro-Kremlin lobby group with extensive support from Sergey Nalobin at the Russian Embassy in London.

    British journalist Graham Phillips, who moved from the Conservatives to UKIP, has sent numerous pro-separatist reports for Russian media outlets and was detained on March 4 at Heathrow and questioned for four hours by Border Police under Schedule 7 of the 2000 Terrorism Act about his activities in the Donbas before being released without charge. The British Foreign Office is allegedly pressuring Phillips to halt his reporting from the Donbas.

    Phillips does not hide his political sympathies for pro-Russian separatists and does not attempt to be impartial in a conflict zone, posting photos of him wearing lapel badges of Novorossiya (New Russia, the Tsarist term used by Putin and separatists to describe Eastern and Southern Ukraine) and cheering after separatists captured the strategic railway hub of Debaltseve.

    Phillips' notoriety came into the public domain late last year when he interviewed Ukrainian prisoners and a wounded Ukrainian soldier. In the interviews, herepeatedly demands the prisoners explain why they have come to "murder civilians" and asks are they "ready to go home now and accept that it is Novorossiya here and not Ukraine". In the second interview Phillips aggressively interviews a severely burnt Ukrainian soldier prisoner.

    European law enforcement have been understandably concerned at their citizens travelling to join Isis, yet they have largely ignored the many more far right and far left extremists that are fighting for pro-Russian groups in Ukraine. Recent detentions in Spain and the UK were hesitant, because law enforcement officers still lack political direction as to how to respond to Russia's support for the separatists.
