Kyiv agrees to give temporary special status to Donbas

Donbas will receive a ceasefire, humanitarian assistance, an internal Ukrainian political dialogue, and special status for Donetsk and Luhansk oblasts within Ukraine. 

Editor’s note: The agreement specifically states that the status is temporary and only in certain (Russian-held) areas of the Donbas, not all of it.

The OSCE published the ceasefire protocol signed in Minsk on September 5, reports a News24UA correspondent.

The document entitled Protocol on the results of the consultations of the Trilateral Contact Group regarding common steps aimed to carry out the Peace Plan of Ukrainian President Petro Poroshenko and initiatives of Russian President Vladimir Putin was signed by the participants of the trilateral contact group to solve the crisis in Donbas.

The protocol consists of 12 points, in which it is noted that the sides of the conflict immediately call a bilateral ceasefire. The sides are also to begin the process of freeing all hostages.

The document also speaks of the necessity of passing a legislative initiative, according to which there will be no prosecution and punishment of persons in connection with events in Donbas. The participants of the meeting intend to continue inclusive international meetings.

The protocol stipulates that the parties make plans to hold early parliamentary elections in Donbas in accordance with the law on temporary order of local government in individual districts of Donetsk and Luhansk oblasts (the special status law).

The parties are obliged to remove illegal armed formations, militias, and mercenaries from Ukrainian territory.

We remind you that the protocol was signed in Minsk on September 5. A day before that, the separatists in Donbas and the government of Ukraine expressed their readiness to end the war in the eastern regions of Ukraine. Earlier, Russian President Vladimir Putin presented his own version of the Donbas peace plan.

The Trilateral Contact Group consists of OSCE special representative Heidi Talyavini, second President of Ukraine Leonid Kuchma, Russian Ambassador in Ukraine Mikhail Zurabov, as well as ‘DNR’ and ‘LNR’ representatives Alexandr Zakharchenko and Igor Plotnitskiy.

It is notable that the document does not state the status of the representatives of the self-proclaimed republics.

As is known, a ceasefire has been in place in eastern Ukraine since 6 p.m. September 5. Ukrainian President Petro Poroshenko gave ceasefire orders to the General Headquarters.
