The presidential decree on partial mobilization will allow a rotation of Anti-Terrorist Operation (ATO)  forces.

The Speaker of the Verkhova Rada, Oleksandr Turchynov, made this announcement at a briefing, according to an UNIAN correspondent.  He spoke about the impact of the the Presidential Decree on partial mobilization.

The Verkhovna Rada will consider the issue of partial mobilization tomorrow.  “This is the third phase of the mobilization plan. Of course, we need not only to provide additional forces for the army, but also to create the conditions for those who are legally entitled to be released from service, who are eligible for demobilisation in accordance with applicable laws.  This will allow us to resolve this serious problem, ” said the VR Speaker.

As UNIAN reported earlier, Turchynov said today that the first topic for consideration during the meeting of Parliament tomorrow (July 22, 2014) will be the Presidential decree on partial mobilization.  “One of the first issues we will consider tomorrow will be the Presidential Decree on partial mobilization. The Decree shall be signed on the basis of a decision made by the National Security Council,” said Turchynov.  According to Turchynov, the Parliament must  approve this decree within two days in order for the decree to become enforceable.
