RNBO: News & Analysis Center July 14 Update

Military action in the conflict zone

At around 12:30, contact was lost with an AN-26 aircraft of Ukraine’s Armed Forces that was on a mission to support air transport during the active phase of the Anti-Terrorist Operation. Ukraine’s military immediately began a search & rescue operation. Eventually the crew was able to reestablish contact. Andriy Lysenko, spokesperson for the National Security Council’s News & Analysis Center, reported at the Center’s evening briefing, July 14, 2014, that the Minister of Defense was able to report to the President of Ukraine that the crew managed to eject from the shot-up craft and parachute to safety. The airplane was apparently flying at 6,500 meters, a height at which no portable Zenit rocket launcher that is available to the terrorists today could have hit the craft. That is, the AN-26 was hit from a more powerful weapon that was used most likely from inside Russian Federation territory. Based on available data provided by the Ukrainian pilots, two versions are possible: the shot came from a modern ground-to-air Pantsyr [Armor] gun or from a homing rocket of the X-24 air-to-air class from a Russian aircraft that could have taken off from Milierovo Airport.

As a result of battles in the last 24 hours, 3 servicemen of the Ukrainian Armed Forces have died and 12 were injured. All the injured soldiers have been moved to medical facilities to receive the necessary treatment.

President Petro Poroshenko held a council today with the heads of the country’s various forces agencies. To improve the impact of the Anti-Terrorist Operation, he issued orders to the intelligence group, the Security Bureau and the General Command of the Armed Forces of Ukraine. The next meeting of the National Security Council of Ukraine will focus on this as well.

The Head of State tasked Roman Romaniv, General Director of Ukroboronprom, the state arms corporation, with increasing the effectiveness of armed actions and improving the level at which soldiers in the ATO zone are being armed, within a week.

The President also told the head of the General Command and the Interior Minister that population centers that are being abandoned by the militants need to immediately have civil government restored, in order to take care of the needs of their residents, restore infrastructure, organize a return to peaceful civilian life, and ensure that social benefits are paid out.

Population centers in the conflict zone

In those areas where fighting has ceased, systematic efforts are underway to restore population centers to a viable state. In Kramatorsk, for instance, billboards saying “Kramatorsk is Ukraine” have appeared in the town and water supplies have been renewed in the Lazurne neighborhood. In Mariupol, a rally was held to celebrate one month since the city was liberated from the bandit formations, during which demonstrators unfurled the largest flag of Ukraine. More than 1,000 people took part in the rally.

In Sloviansk, nearly 70% of the residential population has had power restored and water is once again being supplied through the #9 water supply line in Chervoniy Molochar and Cherevkovka. Passenger transport has started up again to distant villages like Tsilynniy and Sobolivtsi. City residents continue to clean up rubbish and checkpoints on the city streets. All those who need it are being provided with humanitarian assistance. In Sloviansk County, vital services are being restored. For instance, in half the suburban neighborhoods of Sloviansk, 14 micro districts,  power has resumed, as well as in the towns of Mykolayivka and Vysokoivanivka, partly in the Tsilynniy neighborhood and in downtown Sloviansk. This adds up to more than 70% of what needs to be restored. Pumping Stations #1 and #2 of the Voda Donbasu water company have resumed working. Water services have been renewed in two of Sloviansk’s neighborhoods and partly in the downtown area.

In the towns of Siversk and Novoukrainskiy in Artemivsk County, power has been restored, buses are running again and potable water is being trucked in.

The pyrotechnic units of the State Emergencies Service defused 408 explosives in Sloviansk and Sloviansk County from July 6 through 13. Of these, 307 were landmines and 100 were unexploded shells. Another 2,268 explosive munitions were also defused.

Ukraine’s sappers checked 15 road bridges and inspected a slew of administrative and other buildings for the presence of explosive materials, 12 of them in the last 24 hours. Among these were 4 buildings of the Sloviansk CHP and the Vitryla Nadiyi Children’s Shelter.

In the last week, Ukrainian servicemen unloaded 140 t of humanitarian assistance.

March 8 – Official Kyiv is ready to communicate with the representatives of Donbas – with those, who will be elected as a result of legitimate elections, but not with the warlords, – said Deputy Foreign Minister of Ukraine Vadym Prystayko: "At this point in time, there is a need to unite Ukraine, which is torn to pieces by our neighbours and thus we are ready to meet the needs and take into account the opinions of local people in these regions. But we cannot and will not talk to the warlords".

March 8 – During the night of March 8th, the intensity of provocative attacks by the militants decreased, but they violated "silence regime" 6 times, – informs ATO's press-centre. The enemy is using aerial reconnaissance – over the last 24 hours air defence forces have recorded the activity of 6 remotely piloted aircraft.

March 8 – "Since the annexation, Putin's most important objective was to create a giant military base in Crimea, not a gambling zone, where in addition to the fleet, there is strategic aviation, air defence, space forces, coastal missiles and nuclear weapons", – writes a journalist and human rights activist Andriy Klimenko (Crimea). According to him approximately 100 thousand troops will start serving at the peninsula over the next two years and there "should not be any disloyal residents – e.g. Crimean Tatars, journalists, community activists – all those who do not want to receive Russian passports and want to keep Ukrainian one. This will continue, unfortunately".

March 8 – Armed Forces of Ukraine have completed the fourth stage of withdrawal of heavy weapons from the combat contact line in Donbas according to Minsk agreements, – informed NSDC spokesman Andriy Lysenko: "We have completed the fourth stage of withdrawal of heavy weapons from the contact line. Earlier we withdrew 100-mm anti-tank guns – "Rapira" and "Ruta", MLRS "Grad" and "Uragan".

March 8 – In Luhansk Region during the period of carrying on of fighting activities, during the shelling of residential areas, eight churches of the Ukrainian Orthodox Church, which do not belong to the Moscow Patriarchate, were harmed "Ruined churches with destroyed altars and icons – a visible affirmation of what kind of "Orthodox World" the Russians and their mercenaries in Donbas are fighting for," Head of the Luhansk Region State Administration. Henadiy Moskal.

March 8 – Russia poses a serious threat to the safety of Europe and the European Union should continue a decisive policy of counteraction in regards to Kremlin.

This is presented in the article of the Head of the Swedish Ministry of Foreign Affairs, Margot Valstrem, published in the newspaper Svenska Dagbladet. "We saw how Russia, without any hesitation, sent advanced armed force units across the border in order to support the separatists, who with weapons attempted to fight with the Ukrainian forces and increase their control over the territory of Ukraine," notes the Minister.

January 10 – Having started at 7 am, illegal armed groups have 34 times opened fire on positions of Ukrainian troops, using mostly heavy weapons – tanks, artillery, including "Grad" multiple rocket launcher, – ATO press center.

January 10 – The Boeing passanger plane of Malaysian Airlines, was shot down by pro-Russian fighters in summer 2014; the shot which led to the catastrophe was fired by a zenith-rocket complex of BUK M1, which was brought from Russian Kursk. This is verified by the results of the investigation carried out by the organization of journalistic investigations CORRECT! V.

According to the data of the journalists, the position from which the Boeing was being fired upon, was delivered by the members of the 53rd zenith-rocket brigade, with the goal of providing protection to the Russian tank divisions, who were fighting on Ukrainian territory without their codes of identification.

The data of the British reconnaissance team Bellingcat.com indicate that on the day of of the Boeing catastrophe – July 17th – the artillery BUK traveled on the Donetsk Route No. 21, leaving Donetsk around 11 in the morning: "It is being transported on a tractor platform with a white cabin – it was reported in the investigation. The Bellingcat reserchers reached the conclusion that the самохідна self-propelling fire addition with the identification numbers 3 * 2, photographed in June amid the armed convoy, heading from Kursk in the direction of the Ukrainian border, was the same BUK which was photographed by Paris Match in Eastern Ukraine.

The photographer of the French magazine Paris Match took pictures of the moving automobile. He was close and caught the side part of the BUK – its identification number and other identity signs carelessly painted over. On the truck platform company with the BUK, there was a telephone number. It belongs to a company in Donetsk which leases automobiles. The owner of the company later informed that his machine was stolen in June by pro-Russian separatists," – it was reported in the investigation.

In answer to the question of who could have launched the rocket of BUK, all the experts, including among them former soldiers of the 53-rd brigade PPO in Kursk, agree that the seperatists were not able to use the BUK. "There is no doubt that the order to shoot at MN 17 was given by a Russian officer," summarize the authors of the investigation.

Putin's Long Shadow:

He casts a long shadow over globe. Russian leader Vladimir Putin has outlasted three American presidents and is on track to stay in power until 2024. His incursions in Georgia, the Crimea and Ukraine have rattled the West, while his crackdowns inside Russia have riled his democratic opponents.

But a joint investigation by the fifth estate and PBS' Frontline reveals an even darker side to one of the most powerful leaders in the world: Allegations of criminal activity dating as far back as his early days as a top official in St. Petersburg; ties to organized crime and money-laundering activities; and a secret personal fortune said to be in the billions.

"Putin's Long Shadow" also raises disturbing questions about the role the Russian security services played in four apartment building bombings in Moscow and other cities in 1999 that killed nearly 300 people – a tragedy Putin blamed on terrorists and used to cement his power.

Host Gillian Findlay talks to a senior police officer who tried to arrest Putin on corruption charges; an investigator who was jailed for asking too many questions about the apartment bombings; and Russian businessmen who detail the levels of corruption and collusion.
